Consent agreement resolves landfill acquisition concerns
The Bureau has reached a consent agreement with WM Québec Inc, a subsidiary of Waste Management Inc., regarding its proposed acquisition of the assets of RCI Environment Inc. Both companies provide solid non-hazardous waste collection services in parts of Western Québec.
The consent agreement resolves the Bureau’s concerns that the acquisition would substantially lessen or prevent competition in Argenteuil, Gatineau, La Rivière-du-Nord, La Vallée-de-la-Gatineau, Les Collines-de-l’Outaouais, Les Laurentides, Les Pays-d’en-Haut, Papineau, and Pontiac. The agreement requires WMQ to sell the right to dispose of up to 1.875 million tonnes of waste over 20 years at the landfill in Lachute, Québec, which ensures the buyer has enough access to landfill capacity to compete in the waste collection industry in these areas.
